What is a classified position? Classified positions are covered by the civil service system, which means that applicants are determined to be qualified based on their ability to do the job and their job-related qualifications. The hiring process for these positions involves competitive testing to ensure non-merit factors (anything other than ability/qualifications) are avoided. This process is in place to keep city jobs open to anyone and to help ensure that the City has a qualified workforce. There are both Fair Labor Standards Act (FLSA) status exempt and non-exempt opportunities within the civil service system.

So, then what exactly is an exempt position? Exempt positions are politically appointed positions and are outside of the civil service system. Exempt in this case does not necessarily reflect FLSA status. The City employs approximately 110 at-will employees that are placed through political appointment. These positions are filled directly by the Human Resources department.
