Classified and Exempt Positions

What is a classified position? Classified positions are covered by the civil service system, which means that applicants are determined to be qualified based on their ability to do the job and their job-related qualifications. The hiring process for these positions involves competitive testing to ensure non-merit factors (anything other than ability/qualifications) are avoided. This process is in place to keep city jobs open to anyone and to help ensure that the City has a qualified workforce. There are both Fair Labor Standards Act (FLSA) status exempt and non-exempt opportunities within the civil service system. Please scroll down to see current career opportunities.

So, then what exactly is an exempt position? Exempt positions, as referenced on the jobs page, are politically appointed positions and are outside of the civil service system. Exempt in this case does not necessarily reflect FLSA status. These positions are hired through the Human Resources department and are not reflected in the postings below.

Project Employee - Community Justice Counselor

Guides misdemeanant defendants and probationers through the Spokane Municipal Court system. Provides resources and professional support to clients, and ensures clients are accountable to the conditions of their release from incarceration. Carries out regular probation caseload duties and/or specialized caseload duties involving supervised probation, community service, diversion, or deferred prosecution cases. Work requires an understanding of the criminal justice process and the ability to use independent judgment to develop individualized case plans for each client. Employee exchanges information regularly with internal and external contacts, including individuals who may be difficult or hostile. Duties are sedentary in nature and performed primarily in an office environment, but travel to other work locations may be required.CLASS CHARACTERISTICS:This is the journey-level professional classification in the Community Justice Counselor series. Incumbents in this classification are responsible for ongoing maintenance and completion of a full client caseload, independent work, and the exercise of judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures of the work unit. This class is distinguished from the Senior Community Justice Counselor in that the latter performs more complex work within the series and provides supervision over lower-level staff. This classification is designated as a Senior Administrative Assistant in accordance with Rule V, Section 5, Rules of the Civil Service Commission.SUPERVISION RECEIVED AND EXERCISED:Receives close supervision (at hire) to general supervision (with experience) from assigned supervisory or management personnel. Exercises no direct supervision of employees.
